I decided to go with the Floating Shape Technique for this challenge. Using a piece of Window Plastic I added strips of blue then used the die in the stamp set to cut the shape.
The layer is popped up on foam then accented with some flowers from the set. I added a touch of blue to the flowers with watercolor pencils then blended with a water pen. A few gems and it was finished.
